Today, the Liberals will be making an announcement at Flamboro Downs aimed at saving the horse racing industry they helped to destroy. Kathleen Wynne and her Ministers have been on an election spending tour this week, writing cheques they know will bounce. This week alone Kathleen Wynne’s promised $4 billion in new spending.
 
Rural Ontario knows the damage the Liberals have done to the horse racing industry and will see through their political games. The Liberals will say and promise anything to stay in power.

In 2012, the Liberal Government cancelled the Slots at Racetracks Program (SARP), which devastated the horse racing industry. As a result of this decision, horse breeders are taking senior Liberals to court.

Court documents show the Liberals were prepared for the “collapse” of the horse racing industry - the loss of 23,000 jobs, and 27,000 dead horses. John Wilkinson, a former Liberal cabinet minister and point-person for the file, said the plan would “give us an advantage in the byelection by wedging” the opposition leaders.
 
Ted McMeekin, the MPP for Ancaster-Dundas-Flamborough-Westdale and a cabinet minister at the time, refused to testify in this court case.
 
Highlights from the Court Documents:

“We met with McKinsey, hired by finance. They confirmed under their wildly optimistic best case scenario (ie no collapse of the industry), we are looking at 13,000 job losses and 16,000 euthanized horses between sep 4 and dec 31. Collapse (which we think is what will actually happen) is 23,000 job losses and 27,000 dead horses. The lawsuits coming our way will add up to $500 million and you will be lucky to settle for $250 million.”

New Long-Term Funding Agreement Promotes Opportunity for Racetracks and Breeders

Ontario is committing to a long-term funding agreement with the horse racing sector, supporting jobs in rural Ontario and strengthening local economies across the province.

The new agreement will provide up to $105 million a year, for 19 years, for the horse racing sector, starting April 1, 2019, plus additional supports for smaller racetracks and those that are experiencing financial shortfalls.

To further help transform the industry and bolster rural communities, Ontario will continue the Enhanced Horse Improvement Program and introduce a new Racetrack Sustainability Innovation Fund, providing up to $6 million over three years, beginning in 2018, to help regional racetracks innovate, diversify and expand revenue sources to ensure the vitality of the industry for generations to come.

The long-term funding agreement will also empower the horse racing industry to work together to make long-term decisions about horse breeding, racing programs, capital investments and hiring. It will include specific measures focused on supporting community racetracks, including operational funding and purses.

Ontario's plan to support care, create opportunity and make life more affordable during this period of rapid economic change includes a higher minimum wage and better working conditions, free tuition for hundreds of thousands of students, easier access to affordable child care, and free prescription drugs for everyone under 25, and 65 or over, through the biggest expansion of medicare in a generation.

QUICK FACTS
•   Ontario is home to 15 racetracks — more than any other North American jurisdiction.
•   Funding will be administered by Ontario Racing, which is responsible for representing industry interests, making strategic business decisions, and strengthening transparency and accountability.
•   The Ontario Racing board will have equal representation of racetracks and breeders, with five seats for racetracks, five for breeders and an independent chair.

The Horse Peoples’ Alliance of Ontario was formed by Horse People from the Quarter Horse, Standardbred and Thoroughbred industries to establish a new single unified voice for the Horse People of Ontario of all breeds.

WHY

The Alliance believes that the horse people of Ontario need to empower their advocacy and representation with the Government and the racetracks by joining together horse people of all breeds to meet the challenges that are common to all.

WHAT

Inform the Government of Ontario as to the real industry facts from the perspective of horse people as to the difficulties and uncertainties under which they work;

Ensure that the Government fulfills its obligations toward funding transparency and accountability within the industry;

Empower horse people to be recognized as an essential and necessary element for horse racing equal to the racetracks;

Secure a position of equal importance with the race track in the decisions as to the nature and conditions of racing;

Return to a balanced and fair sharing of the revenues generated or provided to allow for the growth of the Ontario horse population and the incentives to breed, own and train racehorses as once existed.
